In September 1975 Congress passed the Education for All Handicapped Children Act. This act was designed to ensure that all of the United States’s nearly 8 million children with disabilities obtained a free and adequate public school education. It encouraged schools to develop individualized programs for disabled students and to include these students in regular school classes. In 1986 Congress amended the act and increased the emphasis on helping preschool children.
